Abstract

If the minors cannot be reintegrated into the family, with the father, whose behaviour endangers their lives, and the mother does not have housing conditions or financial resources to take care of raising the two minors, but wishes to keep in touch with them, being interested in their life and existence, the adoption procedure cannot be opened. The court must take into account the reasons attributable to the parents, the real possibilities of identifying an adoptive family, whether the minors belong to the category of hard-to-adopt children and whether the foster carer, who would have priority in the adoption proceedings, wishes to do so.
