Abstract
Additionally to the efforts which the parents themselves should make in order to set up in their home an adequate place for the children’s proper development, the State effort should be made in parallel, through its qualified bodies, for the purpose of protecting the children’s rights, in order to achieve this goal. The regression noticed as regards children, as a result of institutionalization, cannot be remedied by bringing children in a risk environment for them (even the family environment). Such a regression can only be removed by positive concrete actions taken by the General Directorate of Social Assistance and Child Protection and/or, as the case may be, by the Emergency Centre, for children’s welfare: finding a specialist carer for children by making any continued legal efforts or finding another center which should be more suitable for them or a more increased, more customized attention being more focused on the children in the center where they are staying, in order to effectively support them.
